From Viceroy, 12th April 1913.

Your telegram dated 20th March to Army Department.

Ismail Khan. We consider that rules would not have

permitted us without your special sanction to condone

interruption had he joined Indian instead of Hong Kong

police, but in such event, so far as we can judge, we think

circumstances might have warranted application for special

sanction.

Interruption was long and voluntary, but

apparently Ismail Khan believed that promises made to him

in Hong Kong made position secure and removed necessity for

immediate enlistment in police.
